Young people are the present and the future of Europe and a rich source of dynamism in our societies.
The path from childhood to independent adulthood is lined with a number of crucial milestones and decisions, such as leaving the parental home to study or to work, moving in with a partner, getting married and having children.
In most European countries, compulsory schooling ends between the ages of 15 and 17, but it is usual to remain in education thereafter. Although participation rates in education tend to decline in all countries after the end of compulsory education, they remain above 80 % in most European countries one year after the theoretical age at which compulsory schooling ends, especially for women.
At EU level, the number of young men and women in uppersecondary education is fairly similar, but girls generally outnumbered boys in general programmes, whereas the opposite is true in vocational programmes. This gender gap is also reflected in tertiary education: women were usually more numerous than men in the first stage of tertiary education (ISCED level 5) and especially in certain fields of education (education, humanities and arts).
Leaving formal education (either school or university) is a crossroad in life requiring young people to decide either to enter the labour market or to be inactive. The path to the labour market can be straightforward (from formal education directly to full-time permanent employment or to inactivity) or more fragmented (combining schooling with part-time work and/or seeking work or alternating inactivity and work and/or seeking work).
The Statistical Office of European Commission (Eurostat) gives an insight view into latest data concerning the unemployment of young people in Europe. In February 2010, the youth unemployment rate (unemployed persons from 15 to 24 years) added up to 20,0% in the Euro area and 20,6% in the EU27, which started to increase since the start of the economic and financial crisis. Comparing the numbers with the data of March 2009, amounting to 19,0% and 18,9% respectively, it becomes obvious that the numbers increased by approximately 1 to 2 %. According to the numbers of February 2010, the lowest rate of unemployment within the young generation was observed in the Netherlands (7,3%), while the highest rate was found in Spain (40,7%). As a result, young workers are one of the main victims of the economic downturn.

According to data stated in EUROSTAT, in October 2009, the rate of youthful unemployment (smaller than 25 years), was 20´6% in the Euro area and 20´7% in the UE27. Unemployment in the young people is the double that the one in adults in Europe, this is one of the main causes of poverty and social exclusion.
The European Pact by Youth insists on the positive role that young people can and must carry out to fulfill the objectives of Lisbon. These objectives only can be reached if young people are properly equipped with knowledge, abilities and skills, through a high quality in education and formation.

This is the reason for which this project sets out to approach the difficulty of labour insertion and the great deficiency of work opportunities for young people at European level, as a serious problem for European economy and socio-professional development of its citizens.
__________________________
In the euro-zone, the unemployment rate has reached 10.0% in 2009; in the EU-27, such rate is 9.6%. “This has been – Eurostat confirms – the highest figure since 1998 in the euro-zone and since 2000 in the whole Union.” The overall number of unemployed people has exceeded 23 million Thus, while one year before the number of unemployed people was 18 million. As to young people up to 25 years of age, the unemployment rate has risen to 21.4% in the EU-27, with high rates Particularly in Spain, Islenadia, Italy, Bulagaria and Sweden, among others.
In order to Ensure that the target groups will be involved and reached while / Beyond the project, we still make contacts with respective persons, vocational schools and respective trainers and present them our ideas of the Project. We hope that we will get support of vocational schools and get some letters of intend / letters of support from them.
Thus, we offer a tool to shine directly on the proposals dei White Paper “A New Impetus for European Youth”, youth policy was recognized as a field and member-states then Decided to adopt political priorities on specific issues such as youth participation and information, volunteering and better knowledge.
As for any “Open Method of Coordination” (WTO) member-states agreed upon common objectives for each priority: identify – including at local and regional level – existing knowledge in further priority areas of interest to the youth field such as autonomy, non -formal learning, the fight against discrimination, education & training, employment, entrepreneurship, creativity, transition from education to employment, social inclusion.-Ensure quality, comparability and relevance of knowledge in the youth field by using appropriate methods and tools.-Facilitate and Promote exchange, dialogue and networks To ensure visibility of knowledge in the youth field and anticipate future needs.
